Im pretty dam sure he said Picard if you cut to it it sounds more like Picard than Kirk

He doesn't say 'Kirk'.  If you put the captions on, they say he only says "Captain," with no name. He clearly says Picard.

That's why I turned the captions on.  I figured, maybe, it was something obvious that I might be missing.  As it turns out, they omitted that word.

This is going to be like the Star Wars scene where Luke gets out of his fighter and calls to Carrie (rather than Leia). Two sound guys I went to school with worked that scene... everyone: Lucas, Hammil, Fisher, everyone heard it. Now all are in complete denial that it happened, yet the first VHS release (and the original videodisc) has it clear as possible -- the remakes/reedits muffle it, but blooper it is.
If it wasn't for bad taste, I wouldn't have no taste at all.

Puhh, hard to say what he says, could be an inside joke they did when they shot the film, so that he really says Picard

It's very easy to say if you listen to the scene with the captions turned on.  Otherwise, his accent does make it a bit difficult to make out.
