I've yet failed to hand out negative votes but I know the problem.
On the forums of the german IT site heise.de it's the same problem. The rules there state that you should vote on the fact of whether the posting has content worth of reading. Yet the votes are always given for "I agree or disagree with the content". | | | Karsten DVD Collectors Online

A single negative vote is not going to cause you harm - as someone (I think Mark) pointed out, it will take posts that many people take offense at in order to cause your score harm.
