Dark Night of the Scarecrow from 1981.  I was 7 when I saw that.  Whatever baseball game I was watching was postponed by rain, so this was on.  Scared the bejesus out of me.  Some parts of it still creep me out.
My one wish for the DVD Profiler online database: Ban or remove the disc-level profiles of TV season sets. It completely screws up/inflates the CLT.
FACT: Imdb is WRONG 70% of the time! Misspelled cast, incomplete cast, wrong cast/crew roles. So for those who want DVD Profiler to be "as perfect as Imdb", good luck with that.
Stop adding UNIT crew! They're invalid credits. Stop it!

I really hate to say any of these are "scary" as I never (even as a kid) found horror to be scary... so I am not a good judge of that. But here is some opinions on what I have in my collection

Summer of Fear

I enjoyed this one... made in 1978 and stars Linda Blair. About a witch that moves in with a family believing she is a relative.

Invitation to Hell

This one is pretty good though not quite as good as the one above it. A couple move into a gated community,

Someone's Watching Me!

This one is from 1978...
L.A. newcomer Leigh Michaels moves into a chic high-rise apartment building. She loves the view. So does the Peeping Tom who lives somewhere in the adjacent tower.

I enjoyed it.

This one is a TV movie that started the series Forever Knight (Vampire Cop). But with different actors. I enjoyed it... but I pretty much love anything with Vampires.

Another vampire movie I enjoyed. Though they do play with the legend some (vampires out during the day). It originally aired on the Sci-Fi Channel in 2006. And for the superhero fans... Lynda Carter... who played Wonder Woman in the '70s... has a small part in this one.

A different take on werewolves. I liked it. But be warned... this one was made for premium cable TV... so it has more violence/gore and sex then any of the others on this list.

One of the scariest movies I remember seeing on TV growing up was Horror Express (1972) starring Christopher Lee, Peter Cushing, and Telly Savalas.  Apparently it's in public domain now and hope for Blu-ray worthy restoration seem extremely unlikely.

I caught this on cable in HD the other week. It was beautiful, in it's 2.35 ratio and everything, looking like it had been filmed a couple weeks ago, not a few decades! So, a great HD print exists right now, if anyone bothers to gamble on releasing it remains to be seen.

EDIT: forget what I just said, I was mixed up with Comedy of ATerrors. So everything I just said applies to Comedy of Terrors, not ness. Horror Express.
