The episode limit made this very tricky. Many of the shows that immediately came to mind for me are miniseries. Then there's stuff like Garth Marenghi's Darkplace, Funky Squad and Harsh Realm, which although not officially "mini series" have only 6, 7 & 9 episodes respectively. Ironically, some shows that are eligible have much shorter total runtimes than these (5min episodes).

I was thinking about choosing Garth Marenghi's Darkplace as well but the limit throws it out, it is so funny.

B.

Perhaps give Funky Squad a look. Like Garth Marenghi's Darkplace it's a parody (this time of trendy "cop" shows), done to look like footage from the era (in this case 1970s), shoddy acting, and actors playing actors playing the characters. As a bonus it has some real 1970s ad breaks inserted into the show!

You wouldn't talk much either if you'd copped a bullet to the tongue

OMG! I forgot V. I'm not sure it would have quite made my list, but I recall it being a great show. I'll have to revisit it soon.

Is it a bad thing that my top 7 were all cancelled?  Fracking network suits.
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.

Really tough one as I watch more TV (especially 'classic' TV) on DVD than I do movies - so from a shortlist of my very, very favourites (about 40!) I have decided on:

1. Doctor Who
2. Black Adder
3. Spooks (called MI5 in USA and some other localities)
4. Buffy the Vampire Slayer
5. Public Eye
6. CSI
7. Men Behaving Badly
8. Red Dwarf
9. Babylon 5
10. Miami Vice

Surprised I haven't seen Doctor Who on more (any other?) lists so far, as a series that had an original run of 699 episodes in 159 stories over 26 years with an additional 57 odd since 2005 and is presently the top rated series on UK TV!

Dropping stuff off the list like Drop the Dead donkey, Dad's Army, Hustle, Johnathan Creek, The Professionals, Rumpole of the Bailey, Sandbaggers, Porridge, The Wire, The Shield, Fawlty Towers, ER, The Avengers, Frasier and so many more is breaking my heart!
It is dangerous to be right in matters where established men are wrong

Really tough for me, too! All right, here's a list:
1. Shameless (UK Channel Four)
2. The Sopranos
3. Absolutely Fabulous
4. Inspector Morse
5. Van Kooten & De Bie (brilliant duo of Dutch comedians who had a weekly show on Dutch TV with various titles for many years)
6. Top Gear - the ultimate car show
7. Blackadder
8. Star Trek TOS
9. Yes Minister
10. The Persuaders!.

So my Top 10 mainly consists of UK series.

Some that I (reluctantly) had to drop include:
- Mission: Impossible
- Monty Python's Flying Circus
- Have I Got News For You
- Not the Nine O'Clock News
- Berlin Alexanderplatz (Fassbinder)
- Keeping Up Appearances
- Hill Street Blues
- Cheers
- Dad's Army
- The Avengers
- You Bet Your Life - with Groucho Marx
- Married with Children
- The Royle Family
- Spooks
- Life on Mars
- Carnivàle
- Nighty Night - only 12 episodes were made, so this couldn't count anyway; it's very good though.
