No.

The first film is based on the Tolkien book, "The Hobbit", a prequel to LoTR.

The second film is about the 60 years BETWEEN "The Hobbit" and "The Fellowship of the Rings".

Not sure I am too keen on someone today "making up" the events of that interim period!

From what I understand, they won't be "making up" any events.  The second movie will cover events Tolkien mentions in the multitude of Appendices and from The Silmarillion (specifically "Of the Rings of Power and the Third Age").
They will probably also get some material from the 12-volume series of books "The History of Middle-Earth". 

Trust me, there's enough stuff out there that they could make 6 more movies if they really wanted to.

They don't have the rights to film material from Silmarillion or HoME so they will have to make do with the mentions in The Hobbit, and LoTR. But that is quite a lot already!

The second Hobbit movie will just be 2.5hrs of dwarf-tossing.

Really?  I was under the impression that they were going to split The Hobbit in two parts, rather than do the 60 years of fill-in (which would be rather ludicrous and unnecessary in any event).  There's certainly enough going on in The Hobbit to fill two movies, especially if you do something with The Necromancer.
