One distinct difference is that the governments of Iran, China, Russia and North Korea aren't known for having courts willing or able to overturn actions by other parts of the government. You will notice in the article Giga cites that the reason the FBI withdrew the National Security Letters was because it saw the handwriting on the wall and knew it would ultimately lose in court. Still, other than US-bashing, I fail to see the reason for reporting things like this that happen in the US as if the US were the only country misbehaving.
